Action Performed:

Precondition:

• Account has no expenses and no workspace.

1. Go to staging.new.expensify.com
2. Go to Reports.
3. Go to Reports under Explore.
4. Click Create report.

Expected Result:

Create report button should not appear when there is no workspace.

Actual Result:

Create report button appears when there is no workspace, which leads to a page with empty workspace list.
