1. Navigate to staging.new.expensify.com
2. Log in to any account
3. Change the URL to https://staging.new.expensify.com/onboarding/migrated-user-welcome

Expected Result:

The Migrated User Welcome Modal should be visible.

Actual Result:

Migrated User Welcome modal URL has no response
