[Due for payment 2025-06-12] [Better Expense Report View] Generalise `SearchContext`

Newly introduced MoneyRequestReport page has similar functionality of selecting transactions as Search page so it would be great we could have one context to encapsulate this logic.

Scope of improvement:

• Merge SearchHoldReasonPage and SearchMoneyRequestReportHoldReasonPage
• Merge SearchContext and MoneyRequestReportContext
