[$250] Copilot - Adding a copilot without an existing Expensify account does not send an email to the new copilot

Action Performed:

1. Open https://staging.new.expensify.com/
2. Go to Setting Profile
3. At Security, click Add Copilot
4. Add a new email which not create account before
5. Complete added copilot flow
6. Go to email of the new added copilot at step 4

Expected Result:

The new added copilot should receive email that inform he/she becomes copilot

Actual Result:

No email send to the new added copilot (already check mail again after some hours, only having mail for the owner added copilot)
