HIGH: [Reliability] Transaction threads with no RBR are persisting in the LHN on sign in

Problem

• @quinthar was seeing tons of transaction threads each with an RBR indicator.
• We created a PR here to fix it
• Seems like it still doesn't work for him completely.
• The RBR indicators are gone, but expense reports that should not be in the LHN are still showing

More details:

• ReconnectApp times out - we are looking one aspect of this here
• OpenApp happens multiple times. This should... never happen?
• OpenReport seems to happen multiple times.
• David also reported experiencing this issue.

Solution

It sounds like we settled on how this should work and the RBR behavior is working. However, weird stuff is still happening in the sign in and seems to be loading data that we don't really need to be loading.

It sounds like something is wrong in the front end triggering inefficient data loading. It also sounds like we are returning data that we don't need to be loading.
