Chat - Creating a new chat with the same email while offline creates duplicate chats #21303

Action Performed:

  1. Launch New Expensify app.
  2. Disconnect network.
  3. Create a new chat with a new account.
  4. Return to LHN.
  5. Tap + icon > Chat.
  6. Enter the same email used in Step 3.
  7. Tap on the search result.

Expected Result:

User is redirected to the existing chat that is created in Step 3.

Actual Result:

User is redirected to a new chat with the same member. The chat is duplicated.
