[HOLD for payment 2023-05-22] [$1000] When connecting a bank account, the `terms of service` checkbox doesn't save the draft state as everything else.

Action Performed:

1. Go to Settings > Workspace > Connect Bank Account.
2. Click on "Continue with Setup."(Enter all record if you have not)
3. Uncheck the Step 1 checkbox and go back.
4. Click on "Continue with Setup" again.

Expected Result:

The checkbox should be unchecked as we did just uncheck it just moments ago and all data is saved as a draft in the bank account details.

Actual Result :

You will see that the checkbox is checked.

@pecanoro - adding engineering here since I'm not sure if we want to leave this unchecked. I think we should leave it checked since we won't proceed forward with connecting the bank if it was unchecked. Said differently, I think we do nothing here.

I was able to reproduce but think that we should continue to check this box even if you change pages. We won't proceed forward with connecting the bank if it was unchecked, so doing nothing is best here. I'm going to close for now.
