[HOLD for payment 2023-03-20] [$2000] App does not scroll to bottom when request / send money flow is done

Action Performed:

1. Open the app
2. Open any report
3. Scroll above (any amount of scroll is okay)
4. Click on + directly to the left of the compose back then click on request money / send money
5. enter any amount and click on continue

Expected Result:

App should scroll to bottom to display the latest message for request money / send money like it does for normal messages

Actual Result:

App does not scroll to bottom on request money / send money

1. I'm assuming the expected behavior here is the same as when you scroll up in a chat, send a new message, then the new message shows above the compose box. If so, then we'll want to update the flow in the OP to be consistent
