Context

Severe strategy-vs-execution inversion: the strategy sequences user acquisition first, but effort went to deep AI + a cosmetic re-skin while no user can download the product.

Evidence

• docs/strategy/00_MASTER_STRATEGY.md:13 sequences user acquisition first; the strategy dir's last commit is its 2026-03-29 creation date. Since then ~2,828 commits — ~323 mention RFAI/PAPER/MCP/provenance/embeddings vs ~41 mentioning release/package/deploy. Newest master tracker PAPER-00 · Master tracker · Paper & Graphite, Ember Edition overhaul #996 (PAPER) is a full visual overhaul started while v0.1.0 has never shipped (0 users vs the strategy's 5-user metric).
• docs/IMPLEMENTATION_MASTERPLAN.md lists ~36 distinct workstream tracks and a 35+ item non-actionable "Next Best Steps".

Acceptance criteria

• "Reality Check" addendum to 00_MASTER_STRATEGY.md acknowledging zero users / no shipped release and re-committing to (or formally re-scoping) the user-acquisition sequence.
• Masterplan designates a small "core loop" track set (capture/proposal/review/apply/board) and gates everything else behind an explicit "post-first-users" marker; document which half-built surfaces are deferred vs cut.
• PAPER-00 · Master tracker · Paper & Graphite, Ember Edition overhaul #996 and deeper RFAI/MCP work formally frozen until v0.1.0 ships and the "first 5 users complete the loop" metric is attempted.
