This commit 1. Converts the assert_consistency generic binding to a generic interface, 2. Converts all invocations of assert_consistency to macros, and 3. Thereby facilitates the complete removal of the calls when the ASSERTIONS macro is zero or not present.
This follows the advice in the following Assert library example: https://github.com/BerkeleyLab/assert/blob/1c6062079ad7f9752e53404bd85fae77576f657e/example/invoke-via-macro.F90#L6

This PR replaces most occurrences of
call assert(...)with the macrocall_assertprovided by Assert 2.0.0.
