Bluetooth LE not showing(Scanning?) list of BLE device in Note 10+

I was using this in galaxy s4 and it was working fine. But I want this repo to work on all android phones (newer ones). Please guide me to solve this problem.
I have been following https://stackoverflow.com/a/37423244/2585501 but I didn't have any success with it.

follow this link #34. I added ACCESS_FINE_LOCATION, ACCESS_COARSE_LOCATION
code in AndroidManifest.xml and this code under DeviceScanActivity
